 Apparently the original source seems to be from this "state trooper" person.

Is it a rumor?

Is it a false flag thingy?

Is it nonsense just to get people worked up?

Prison Planet has some great ones on the Swine vaccine scare, yada, yada, yada.  I go there periodically when I'm bored or need a good laugh.

The anxiety industrial complex churns this stuff out incessantly. One of the fingerprints of it being swill is the lack of any house or senate bill number, or any other way to authenticate the claim. Bleah!
